๐Ÿ“–About Pokemon R.O.W.E.

Pokemon R.O.W.E. asks a simple question: what if Emerald let you go anywhere from the start? Made by rioluwott, it rebuilds Hoenn as an open sandbox in the spirit of Crystal Clear's Johto. There is no fixed gym order, and both wild Pokemon and trainers scale to the number of badges you hold โ€” including evolving when they reach the right level โ€” so any route stays relevant whenever you arrive.

The second big idea is team building without busywork. The author describes the goal as diverse teams and high replay value, and the hack removes most of the breeding and grinding that normally stand between you and a competitive-quality Pokemon. Nature Mints, an Egg Move tutor, an IV checker, a Move Reminder and a Move Deleter are all within reach, the last few sitting in every Pokemon Center.

Version 2.0 was a major rebuild that took about a year and a half. Its official PokeCommunity thread advertises Gen 9 Pokemon, 16 badges, the Sevii Islands, following Pokemon and costumes. Saves from 1.9.4 do not carry over to 2.0, so long-time players had to start fresh. Around the same time, the source code of 1.9.4 was made public.

Updates have continued in the 2.x series. PokeHarbor's listing was last refreshed in April 2026 with a build labelled 2.1.9.1 Experimental, while the most recent stable changelog it shows is 2.1b, which fixed Protect never missing, made the Arbok Mega Stone obtainable and corrected Darkrai's signature move accuracy. If you want the safest experience, use the newest non-experimental build the author offers.

The official patcher expects a clean Pokemon Emerald (U) ROM โ€” the common 1986 dump โ€” so check your base file before you patch.

โš”๏ธDifficulty & Who It's For

Because everything scales to your badges, R.O.W.E. never has a 'wrong' route, but it also never lets you outlevel the game by wandering. Easy and Normal are relaxed and good for experimenting with teams. Hard adds soft level caps and tougher fights, which is the setting to choose if you like planning around specific bosses.

The hack is ideal for players who love the team-building side of Pokemon: trying odd combinations, playing with Megas or running a new starter each time. The extra modes โ€” Inverse, Double Battles, Little Cup, Random Party โ€” make it one of the most replayable Gen 3 hacks around.

If you want a tightly written story, look elsewhere. The open structure means the plot is light and the focus is squarely on exploration and battling.

๐Ÿ’กTips for Your First Playthrough

  • Use mGBA (or RetroArch with the mGBA core). Players report problems on VBA-based emulators.
  • Pick your modes carefully at the start โ€” Inverse or Random Party completely change how a run plays.
  • Use the DexNav early to find hidden abilities and rare encounters instead of grinding.
  • Leave a few gyms for later: since leaders scale with badges, you can save the ones that counter your team for when it is stronger.
  • Do not use cheats written for vanilla Emerald. They do not work here and can break saves.
  • Keep a backup of your .sav before applying any update, especially an Experimental build.

๐Ÿ†•What Changed in the Latest Version

The 2.0 update was the turning point: a reworked Hoenn with 16 badges, the Sevii Islands, Gen 9 additions, followers and costumes. It broke compatibility with 1.9.4 saves. Later 2.x patches have mostly been fixes and balance tweaks; 2.1b, for example, fixed Protect never missing and made the Arbok Mega Stone available.

A fan tool called R.O.W.E. Home, made by ThatSimpleDev, lets you back up your Pokemon in a Home-style box that runs on Windows, Android, Linux or in a browser. A few legendaries and mythicals are still missing and are planned for future updates.

โš–๏ธOur Verdict

Pokemon R.O.W.E. is the best open-world take on Hoenn: level scaling, tons of optional modes and almost no grinding make it a team-builder's playground. Its story is thin and frequent updates can bring bugs, but few GBA hacks are this replayable.

๐Ÿ‘ Pros

  • True open world with sensible level scaling
  • Huge choice of starters, modes and team options
  • Excellent quality-of-life features
  • Still actively updated

๐Ÿ‘Ž Cons

  • Light story compared with narrative hacks
  • Some legendaries still missing
  • Experimental builds can be unstable; old saves broke at 2.0

โ“FAQ

Is Pokemon R.O.W.E. finished?

It is fully playable from start to finish, but the author is still updating it. Some legendaries and mythicals are planned for later versions.

Can you do the gyms in any order in R.O.W.E.?

Yes. Hoenn is open from the start, and trainers and wild Pokemon scale to how many badges you have, so any order works.

Does Pokemon ROWE have Gen 9 Pokemon?

Yes. The official 2.0 thread lists Gen 9 among the additions, alongside Mega Evolution and many earlier generations.

Can I use my 1.9.4 save in ROWE 2.0?

No. The author states that 1.9.4 saves are not compatible with 2.0, so you need a new game.

mGBA on PC, or a mGBA-based app on mobile such as Lemuroid or RetroArch. Players report issues on VBA-based emulators.

Which ROM do I need to patch R.O.W.E.?
